<p>When you need insurance to cover inpatient procedures in a hospital or care in a nursing facility, you would use Part A, which is the hospital coverage. This coverage also includes certain home care and hospice services. To qualify to the hospital coverage without paying a monthly premium, you or your spouse need to have paid Medicare tax from wages for a minimum of ten years. In some cases, you may have to pay premiums for this coverage, but you must also get the medical insurance, called Part B, which requires a premium as well.</p>
<p>Medicare Part B covers the costs of medically necessary services. These services include doctor visits, outpatient care, and some preventative services. Part B is not mandatory if you have premium-free Part A insurance. Generally, people who don't pay premiums on Part A have a private insurance company to cover medical services.</p>
<p>The Medicare Advantage Plan is a type of Medicare that is offered to people who want the coverage of Medicare but they want to go through a private company. You will have a premium through the Medicare-approved company that you choose, plus you will have to pay the Part B premium. <p>A single-payer health care system is one in which there is one fund paying the health care costs of an entire population, or a large group of people. Systems such as the UK's National Health Service and Canada's and Australia's Medicare services, are examples where a single payer (the national government) collects health insurance payments through the tax system, and uses the fund generated to administer a universal health care system for all citizens.</p>
<p>Robert M. Ball, who was a former commissioner of Social Security in the Kennedy administration, examined the financing problems for health care for the elderly in 1961. Ball concluded that the major problem was that the elderly always required more frequent and more costly health care, because of their age, but at the same time they were less able to afford to buy private health insurance.</p>
<p>Ball then concluded that the only possible way to finance health care for the elderly was to employ the same mechanisms which are used to finance pension provision. This means that payments are collected from those of working age, and the benefits are provided after those people have retired.</p>
<p>Those who support Medicare would say that it is not an unearned entitlement. They would say it is social insurance, where people pay into the scheme when they are young, healthy, and in work, and they receive the benefits when they are old and sick.</p>
<p>Many conservatives including Ronald Reagan, George Bush Senior, Barry Goldwater and Bob Dole opposed the creation of Medicare, often arguing that it would lead to the creation of socialism in America, or would lead to a decrease in individual responsibility.</p>
<p>Nonetheless Medicare passed into law in 1965. At the ceremony President Lyndon B Johnson enrolled the first two Medicare beneficiaries. They were former President Harry Truman and Mrs. Truman.</p>
<p>Now in the 21st century Medicare is facing a severe funding crisis. There are two reasons for this. Firstly people nowadays tend to live much longer: an increasing proportion of the population are over 65, and receiving benefits from the scheme; a reducing proportion of the population are under 65, and paying taxes into the scheme.</p>
<p>Secondly the costs of medical treatment have increased very rapidly, particularly for many new treatments which were not available when the scheme was set up in the 1960s.</p>
<p>It has been predicted that the scheme will run out of money in 2019 unless something is done. Fixing this crisis must therefore be a major domestic policy priority for US governments over the next decade.</p>

Currently, about 24 percent of America’s seniors are in Medicare Advantage plans rather than in traditional Medicare. Since 2003, these plans have cost U.S. taxpayers more than traditional Medicare—overpaying private insurance companies by an average of 14%, and in some regions of the country as much as 20%. Those profits cost all Medicare enrollees more. In fact, a typical older couple enrolled in traditional Medicare will pay $90 extra in premiums next year to help pay for profits to the Medicare Advantage private insurance companies. The reform bill significantly reduces these overpayments to Medicare Advantage plans.</p>
<p>Many MA plans will continue to offer their services under the new payment system. The plans that are able to operate efficiently and provide extra value to their enrollees through care coordination will continue to flourish. Indeed, under the reform bill, high-quality MA plans will be able to earn bonus payments, which will encourage these plans to move toward higher quality and better care for their enrollees. If an MA plan chooses to leave the market, people will have choices of other MA plans in their community as well as the choice of a stronger traditional fee-for-service Medicare program to choose from.<br />
The nonpartisan Congressional Budget Office estimates that, under health reform, there will be about 9 million seniors enrolled in Medicare Advantage plans in 2019—not many fewer than the 10.5 million seniors enrolled today.</p></blockquote>
<p>I personally suspect the Speaker is expressing a good deal of wishful thinking. We know that these plans have been enormously profitable for private insurers just based on the hype endlessly blasted for them on the tube. Take away the federal subsidy incentive (overpayment or not), and what's left? The Speaker refers to unspecified "bonus payments" for companies that continue to operate efficiently and provide extra value to insureds. That's awfully vague.</p>
<p>I'm all for saving $132 billion, but have a problem with it when it's my ox being gored. I currently have a Medicare Advantage plan that protects me from a financial catastrophe in the event my health care costs climb into the stratosphere. It's current cost to me is modest, and I receive good value for what I pay. In all probability, I'm going to lose that protection in the future - at least, at an affordable cost.</p>
<p>Even if some insurers do continue offering something they call Medicare Advantage, the "advantages" no doubt, will be significantly diminished. Out of necessity, coverage will have to be reduced, and premiums will have to be boosted.</p>
<p>There are some significant benefits flowing to seniors under Health Care Reform, as outlined in Speaker Pelosi's guide noted above - a narrowing of the "donut hole", payments for preventive care and so on. But, I'm left to wonder if what I stand to gain will be more than offset by the potential for added personal expense with the weakening, if not elimination, of Medicare Advantage. Presently, the answers are unclear. It'll take time for these obscurities to play themselves out.</p>

<p>Not all plans are offered by all providing companies or in all states.  Also, while the plans are standardized by the federal government, the government did not standardize the premium prices.  Therefore, the prices may be different for the same Medicare supplement plans with different insurance companies. That is correct. You can buy Medicare supplement Plan F in your area from one insurance company that wants $189 a month, or from another insurance company that wants $95 a month. There really can be that much variation, because there is no cap or standard.</p>
<p>Add that price variation to the fear that people already have of Medicare supplements, and that equals disaster. People are in a rush to quickly and efficiently obtain a Medicare supplement policy as they wish to be done with the stress.  Ironically, this fear and rush to purchase a policy perpetuates these companies' ability to charge so much for coverage that should not be that expensive. Plans for supplement insurance ARE the same. Prices for the plans are NOT. </p>
<p>So what's the deal with parts? You hear about Medicare Part A or Part D, and then you hear about Plan A or Plan D. You are sitting there, staring at the screen, trying to figure out if they're the same thing, or what type of person would name them something like that to create so much confusion.  Just to be clear, they ARE different.</p>
<p>Part A is included in all Plans, as is Part B.  They are parts of Original Medicare Coverage.  Part C acts in place of traditional Medicare plans and is known as a Medicare Advantage Plan, and Part D is prescription coverage. Plans A-L are the supplemental plans that you can buy to increase the coverage that you have by supplementing the coverage already provided by Original Medicare, hence their name.  Each plan has varying levels of coverage.</p>
<p>Medicare supplements, commonly known as Medigap, are designed to fit in with Medicare coverage.  They fill in the gaps where Medicare lacks to provide coverage. Speaking with an agent who has an allegiance to a specific insurance company will not be in your best interest as that person will most likely tell you that the policy and price they offer is the best all around.  The truth is that they may just want the sale. </p>
<p>You should instead find a Medicare lawyer, broker, or other objective source that can help you understand this confusing world of plans, parts, and headaches so that you can obtain the medical coverage you need.</p>

<p>Being covered by health insurance is vital for people of all ages, but it is especially critical for those with disabilities and those with illnesses and chronic conditions associated with aging. This article is designed to provide you with basic information on Medicare – how it works, how it differs from Medicare advantage plans, and who is eligible. </p>

<p><b>Medicare Basics</b></p>
<p>The Medicare program is a federal health care insurance program for people over the age of 65 and the disabled. Medicare has two parts. Medicare Part A is a Hospital Insurance program, while Medicare Part B is a Supplementary Medical insurance (most people pay monthly for Part B).</p>
<p><b>Traditional Medicare &amp; Medicare Advantage Plans</b></p>
<p>You can get your health-care coverage from Medicare in one of two ways: enroll in regular fee-for-service program through Traditional Medicare (Parts A and B) or in a Medicare Advantage plan (also known as Medicare Part C) through a health plan sponsored by a private company. To join a Medicare Advantage Plan, you must have Medicare Part A and Part B.</p>
<p>If you are enrolled in one of Medicare Advantage plans (HMO, PPO, PFFS, and SNP), you still have Medicare Parts A and B, but you get your health-care services through a private plan that has a contract with Medicare.  Medicare Advantage Plans coverage can include prescription drug coverage. You pay your usual Part B premium, plus any additional premium that the plan may charge. </p>
<p>Medicare Advantage Plans may have lower deductibles and co-payments than Traditional Medicare and cover costs &amp; services not covered by traditional Medicare. <p><b>Who Is Eligible For Medicare?</b></p>
<p>Eligibility is not based on financial need. Generally, if you are a citizen or permanent resident of the United States and one or more of these describes you, you are eligible for Medicare Parts A and B:</p>
<p>1) You are 65 years or older and eligible to receive Social Security;</p>
<p>2) You are under 65, permanently disabled, and have received Social Security disability insurance payments for at least 2 years;</p>
<p>3) You are under 65 years of age with end-stage renal disease (ESRD) and you or your spouse has met the Medicare work requirement.</p>
<p>If you already get benefits from Social Security or the Railroad Retirement Board, you are automatically entitled to Medicare Part A and Part B starting the first day of the month you turn age 65. You will not need to do anything to enroll. </p>

			<content:encoded><![CDATA[<p>On Christmas Eve, I opened my monthly statement from my insurer for Medicare Part D coverage and received a shock. The premium had jumped from $37.50 per month to $63.26. Good grief, that's a 59% increase!<span id="more-73"></span></p>
<p>As those of us who are eligible should know by now, Medicare Part D is the convoluted prescription drug benefit derived from the Medicare Modernization Act of 2003. It provides all beneficiaries with the option to add prescription drug insurance coverage. A premium is charged for Part D in the same way there is a premium for Part B benefits.</p>
<p>I called the company thinking there must have been some mistake, but uh uh, I was reading it correctly.</p>
<p>I then went online, and in a brief search could not find any other company that was charging anything near $63.26/mo. for the coverage I had. I decided to call my insurance agent, and am happy to say that she was able to place me with another insurer. The premium there is $23.00 per month. Whew!</p>
<p>The moral of the story is that if you've seen a similar hike in your Medicare Part D premium, you'd better get cracking and find another, less costly policy. They're out there.</p>
